The palettes of the floating mine are screwed up. Reduce the sheet to 256 colours and try to erase one of the brown colours from the palette. After that, you can easily see that multiple instances of similar colours exist within the sprite (unnoticable with the bare eye).

Also this:

Mario palette, first frame: 10 colours
Fire Mario palette, first frame: 10 colours
Luigi palette, first frame: 9 colours
Fire Luigi palette, first frame: 7 colours
(counted including the background)

Even if they use different palettes, the colour count always has to be the same.

The Floating Mine has alternate palettes for Fire Mario, Luigi, and Fire Luigi due to sharing a skin colour.
