Honestly i really like these palettes for mario and luigi, wish the modern games had costumes with these colors.

I'm guessing you wrote that since this is one of the few sheets that isn't from a Toby Fox game on the current Popular Assets list.
To me it's always made it look like they are being tripped up by the enemy. I think it's supposed to just look like a sort of surprised pose, look at the sprite for being touched by an enemy in Mario Bros arcade. Not the sprite when you're falling off screen, but right before that. They're both similar poses, kind of leaning forward. I think it's supposed to resemble that, the swimming sprite is just the closest thing they had.
