The car itself uses a Background pallete, so it wouldn't really work.

Cant they just use the car as one sprite and the Koopa as one sprite like with MegaMan?

counting transparency
. The sprite you're thinking (which I presume is a Troopa of some sort) of is made up of multiple tiles which are given different palettes.

@Rep But One Of The Sprites In SMB3 Has 5 Colours! And SMB3's Colour Limit On Enemies Is 4 Colours! So I Think This Could Work On Actual Hardware

Pretty sure this has more than 3 colors, it wouldn't work on the actual hardware, sadly.
These are looking pretty nice tho.

It makes more sense for them to be normal Troopas since there's no Beach Koopas in SMB style.

Yes they SHOULD be Beach Koopas, but even that would have to be drawn. It seems to be quicker for the submitter just to use the base Koopa Troopa instead of drawing a new beach koopa.
