The high-quality faces overlay the base sprite in-game for better detail, my guess is probably due to SNES limitations. |

He was designed to be a jerboa (a type of kangaroo rat, despite being not evolutionary related and yet evolutionary convergent), which would have made him as small as Charmy if this game was released on the Genesis, as this concept art would attest. He was made bigger in order to make him more visible onscreen. |
