Crossover @ValisEmma: Probably because the WW sprites are slightly bigger than the NES ones and therefore might not have fit within the...boxes? Frames? Cells? Of Mega Man's sheet. For both Mega Man and Bass, there are 16-bit versions of some of the skins, and I think that's good enough.

Also, I'm pretty sure some of the "unused content" here is unofficial; I know some people made their own custom skins and posted them on the Exploding Rabbit forums, and I swear the Geno and Sonic skins were custom. Might need further investigation.

I've just ran my own color replacement test and can't find what you're talking about as all the blues are changed, and unless because it's nearly midnight here and I'm exhausted, I have no idea what you mean by "solid colors" or "pixels".
