Yes, you have to talk to Ms. Puff in the Bikini Bottom Outskirts area before you get to the underground chest in Goo Lagoon (Otherwise she won't give you it).

You can also get a Mermaid Man-themed outfit through a special password (D3BVG-M0D3), and you can also obtain the remaining pieces of equipment that way as well; this sheet just covers the Bubble Wand.

I think the Rayman trophy was a cruel joke. I mean, does it really make sense to have a trophy of a third-party character who isn't even on the roster? I know there were trophies of Nintendo characters whose franchises didn't have a character appear on the roster in Brawl, but that's because they're Nintendo characters. Since the game was made by Nintendo (and Hal, for that matter), it made sense to an extent. Just giving Rayman a trophy without having him on the roster would make no sense.

That'd be like giving a Crash Bandicoot character a cameo appearance without giving Crash himself or any other Crash character a spot on the roster. Not that that would ever happen anyway, since Crash is pretty much dead, but I think you guys get my point.
