Looks like a continue screen if you asked me. "Sorry, but you are finished here" says that there's a rescue team deployed to fetch the player.

@Gaia - It is a bit of both, in the arcade version the operator could choose whether you could continue or not with a dipswitch and still get this screen. The Master System version has a continue screen after this but not sure how many continues are in the game. Besides the actual continue and the Game Over parts are just text.
