Yup, what you're thinking of is indeed a sequel - Perman Part 2: Himitsu Kessha Madoodan o Taose! to be exact. It has both side-scrolling platformer and top-down stages! Unfortunately, it's the second and final game to be centered around the Perman franchise...though the title character does appear as a playable character in the Nintendo 3DS/Wii U title Fujiko F. Fujio Characters: Daishuugou! SF Dotabata Party!!
Hey, I think I remember playing a game of this guy on the NES, but I think it was some kind of sequel to this. I found it really impressive to have a game where you can walk or fly freely.
