I have just discovered that this is an actual licensed (I think) "game" for the PC-98, made by the same developer as this game. This is just a bootleg NES port.

@Trusta Mann Nope. When this game was made in 1988, Naoko Takeuchi was doing romance manga such as Miss Rain or The Cherry Project. She might have started thinking about possible ideas (a couple of the characters can be traced back to anime such as Project A-ko or Mako-chan the Mermaid for inspiration) but it was a long way off.

Now how can I put it in a way that's SFW and okay for the young ones here?... Right, a Sailor Fuku (Sailor suit/Sailor uniform) is what a majority of girls wear in Japanese high schools. Sadly there are some creepy and sick people out there and why the likes of this game along with various manga/anime exist. It was underground (this game was not available to buy in most places that sold Famicom games) and may have also involved criminal activity.

1. In Japan, it was easier and cheaper getting blank disks rather than it was for cartridges as they would have been made by Nintendo. At one point disks could hold more data but changed when larger ROM cartridges came in and publishers jumped in when they got cheaper. The bootleg Famicom cartridges were made after for other markets in China and Taiwan (e.g. the likes of the Micro Genius and Dendy Famiclones). There was actually a piracy scene for the FDS and one of the reasons why Nintendo was put off with the disk format (the next attempt N64DD never took off). Similar to the Amiga and the Atari ST in Europe where the publishers and the sceners were playing cat and mouse with copy protection, after all the FDS disks weren't much different than the floppy disks that were used for keyboards (both music and word processors) outside of the NINTENDO text.

2. Since it's not licensed by Nintendo, there was no restriction. NSFW art is actually fairly common in Japan but usually stuck to computers. There was also a couple of unlicensed Japanese Mega Drive games that had NSFW content.

3. See 1 but they also didn't want to pay the fee and wanted all of the money. Licensed FDS games also required Nintendo to own half the game's copyright, it was also the reason why Square nearly went bankrupt because they invented too much on the FDS and developed Final Fantasy on cartridge. Some of these may also be yakuza fronts, even a few licensed publishers were either owned, controlled or were connected to them.

1. Probably was easier to make a bunch of disks for the FDS than trying to make their own cartridges.

2. It's a bootleg, they can have whatever they want on it.

3. Same reason the US NES had unlicensed games, either Nintendo would have vetoed the game outright or whoever made the bootlegs didn't want to pay the licensing fee.
