@MsmSpriterXD It's the palette loaded for the Gray Cheep-Cheep if it's theoretically is placed in an overworld level. The reverse is true for the Gray Koopas.

I'm pretty sure it's possible to make a green cheep cheep by using the koopa and piranha plant's overworld palette.

@Creeper They turn around at cliffs and appear as early as the second level, though I seriously must ask why you asked that here instead of playing the game or just looking it up somewhere.
(Also jeepers I've commented on this page a lot)

@Doc I want to say the same thing with SMB3's sprites, as the game's icon palette doesn't match any of the sprites.

@Doc This was ripped with the use of the FCEUX palette, so obviously things aren't gonna look right.

Shades on this newer revision don't look right. Compare them with the game's icon, which is colored properly. This looks more like an early (and bad) emulator.

Fun Fact: The bottom part of a piranha plant has a seperate frame for two animations despite never being used, this second frame is however used in the All Night Nippon version to make the mouth move.
