That's true. But it's a bootleg in the sense that it's an unofficial release for the system that skirted Nintendo's copyright rules.

Toobin isn't bootleg! It was not licensed by Nintendo but it was developed and published by Atari, who own the intellectual property. I can understand thinking Super 3d Noah's Ark is bootleg but applying that to Tengen games is a stretch.
