Believe it or not, there was a time before the Xbox that Microsoft did publish their own games mostly on PC and in most cases didn't get into the console market before 2001. They did however license a few ports to other publishers for other consoles, Take2 published Monster Truck Madness on the N64 (this was before Take2 buying Angel Studios who did the earlier Midtown Madness games and calling it Rockstar San Diego, Microsoft had to get DICE to do Midtown Madness 3), Konami I believe handled Age of Empires err... 2? on the PS2 and companies were making downgraded remakes of various PC games on the GBC. More confusing is that Microsoft published some of the later Links golf games but the earliest ones and the latest weren't (which is why Microsoft Golf exists) and Links was on the Sega CD. I think they were planning to do something on the Dreamcast beyond WindowsCE but don't think it got off the ground...

So yeah, not published by Microsoft but is based off the PC game of a similar name.
