The game was a PAL exclusive was down to SCEA (Sony America) having a policy. This made 2D games very difficult to get onto the console, not even Sony's own divisions (SCEE - Europe and SCEI - Japan) were safe from this, Rapid Reload was another game that wasn't released in the US due to this. It only started to get relaxed when Capcom threatened to pull out but even then the anti-2D policy still lived way into the PS2 life usually with some condition and was dropped some point into the PS3/PSP life.

Even then, 2D games often had worse reviews than 3D games back then. This game, Rayman and a couple of others were actually the highest rated 2D games on the console (Symphony of the Night is now considered a classic but not as much back then, "lacking sparkle" to quote one review). Games such as Tomba and Klonoa were classed as 2.5D due to the use of polygons. It was a miracle regarding Rayman really...

As for the rename, can only think of marketing reasons.

Honestly I'm not sure why A) this game was pal exclusive, and B) why they deemed it necessary to rename the game. The old title is in the game via a unused title screen according to the cutting room floor, but all that does is make the choice to change it even more questionable, frankly.

I really love PS1 2D games! This makes me wish the N64 had more 2D games too. Just imagine how cool a Donkey Kong Country Trilogy with CD quality audio would be. Or maybe a new Mario platformer after Super Mario World, that would be awesome too!
