@StephenUniverse It was only released in Japan because they only had the license there. Far more common especially in those days to only have one region in mind when it comes to licensed games. Toshiba EMI never released anything outside of Japan and other companies picked up the few that they did release (Renovation, Activision). Besides rights to Back to the Future games were fragile. Image Works who released Back to the Future 2 and 3 on many systems literally collapsed when the owner fell off a boat and died, LJN were pretty much Acclaim at this point so that may have been possible but they were moving on from outsourced Japanese developers to mainly having their go to developers (Probe, Sculptured Software, Iguana, Beam Software, Software Creations). There would have been some changes if it got released outside of Japan anyway.

Toshiba EMI were the publisher while little known companies called Daft and Opus did the graphics and the sound driver, the actual dev is unknown due to the staff using aliases.

Chances of a re-release are extremely unlikely because Toshiba itself got restructured so many times that the paperwork for much of their entertainment has gone missing and they don't know what you are talking about if asked. The same reason why the anime Dominion Tank Police cannot get re-released. Yet there is a chance that Universal themselves do have rights to the game or Hamster is a possibility as they re-released a couple of late TEMI games in the past.

1. According to the sprites, there was no way to censor them. I mean, have you seen Marty's mom's sprite and the "Oh Lala" cutscene?
2. The game was made by Toshiba Emi. Fortunately, it's not made by LGN. LOL
