I guess it (or I guess she in this case) was removed because her attack is throwing her babies at the player because it was the only thing that she could do...

So someone apparently found out that with editing the game, this enemy is actually possible to spawn, but is in a broken state.
It spawns on the left side of the battlefield, and was suppose to spawn around (or after) the potato phase, and was before the crying onion.
It just spawns and returns back to the ground, as the onion phase then starts.
I assume it was cut for being too similar to both phases. As it cries, and throws projectiles if these sprites are to show what a final version of the fight would look like.

Cuphead also shows you how sprites used to be made! while sprites these days are purely digital, most back then were hand-drawn like this character here!
