Most of these sprites don't exist in the data for Sonic 3 Alone. The only Knuckles sprites that exist in this version of the game is the ones provided with the cutscene sprites, and some HUD stuff. These sprites are only added with the Sonic & Knuckles add-on, therefore it is identical to what shows up in that game.
These are not unused in Sonic 3 Alone because they don't exist in Sonic 3 Alone, and this makes no sense to belong in the "Unused" section.

@Greenknight9000 It's on the Sonic & Knuckles page. Knuckles's sprites aren't all located in one game. They're split between them. These sprites are the ones found in Sonic 3's data.

Sonic & Knuckles shouldn't even be a separate spritesheet - it's the same game as Sonic 3, it just got split because of a dumb McDonalds deal.

I'd argue that all of those sprites only exist because of Sonic and Knuckles though, no? Maybe we can just treat it like the Sonic 2 section and list him as a playable character despite that not strictly being true.

At the very least, where else can I include his palette data? It doesn't apply to his NPC/Enemy palette (underwater palettes for his line on the palette would actually take from the Badniks), plus there are gameplay sprites that are only used in the Sonic 3 portion of S3K.

Something I'd like to point out that is... oddly not noticed by most people when playing this game:
The 2nd frame of running animation in the Sonic 3 part has a leftover sprite of Sonic's torso, probably a leftover from redrawing. The third frame also has it but only two pixels are left over. Interesting that they forgot about that when making the sprite. Luckily they fixed that in Sonic & Knuckles/S3&K.

I just realized the Bad Ending palette is what i was talking about. So that's one part done. Wonder if someone will be able to put the palette of the Bad Ending onto the 3&K Knuckles sprites and post the sprite sheet into the Sonic 3 Complete game sprites.

Or also atleast get the Raw sprite color pallete and place it onto 3&K Knuckles.

I wish someone could rip Sonic 3 Complete's Pink Knuckles sprite, I prefer it more to the actual sprites used in 3&K. It's the same as the Raw sprites, but with green socks. I wish someone could rip it. Instead, the only sprites ripped so far are the Flying Battery Egg Robo boss. :(

Related is why locking S&K onto StH1 didn't add Knuckles to StH1, as there were only two shades of red for the palettes, and far too many things shared Sonic's palette to work. Of course, ROMhacks would add him in just using two shades.

@Larry's Here. It's because of limitations, otherwise, the lightest shade on rings would be green. He uses the second palette slot, which often reserved for Badniks and bosses.
